The Arkansas Every Student Succeeds Act Draft Consolidated State Plan

Welcome to the Arkansas Department of Education’s homepage for the Every Student Succeeds Act (ESSA) Draft Consolidated State Plan. The department is sharing this plan with key stakeholders in Arkansas schools’ quality and students’ success so that all have the chance to review the draft and:

  1. Become more aware of how students will benefit and the community will be impacted by the work described in the plan—including issues pertaining to support and accountability, assessments, educator equity and effectiveness, English learners, and school support and improvement;
  2. Grow your understanding of all aspects of the plan; and,
  3. Have the opportunity to provide input on the plan by our deadline of June 30.

Our Vision for Excellence in Education

With ESSA, Arkansas has the flexibility and freedom to create a high-quality public education system that provides equity, access, and opportunity to all students. ESSA also gives Arkansas the opportunity to pivot away from the one-size-fits-all approach of its predecessor, No Child Left Behind. Now, the state can focus on the growth and progress of each individual student. This aligns with its goals for the Vision for Excellence in Education, as shown below.



The Arkansas Journey

Looking beyond traditional education, Arkansas's vision sets a course for preparing Arkansas students for a future that may be different from today's college and career paradigm. Already, the lines between college, technical, and career postsecondary readiness have blurred. The academic content and skills that students must acquire and demonstrate for success must dive more deeply into complex thinking and learning, creative problem solving, synthesis, and design.

The new system honors where students and schools are at present, recognizes the important input characteristics of schools and LEAs, and leads LEAs to personalize their pathway to an aspirational vision of the future (i.e., state long term goals). To take the state ahead on this journey, ADE is building a coherent, comprehensive support and accountability system responsive to stakeholders’ input and lessons learned from prior state and federal accountability systems.


Theory of Action

Mindful of the student-focused goals of the state’s vision, the support and accountability system promotes an open process for LEAs and their schools’ continuous inquiry and improvement efforts.
ADE wants to inform educators and stakeholders about school quality and student success as well as the progress and outcomes of schools’ and districts’ their work. Communication about school quality and student success shows how Arkansas values and earns public trust. Another goal of the new approach is to identify struggling schools and notify district leaders when schools within their systems are in the most need of district support to achieve immediate and continuous improvement.
